Joyce Bowlsbey, a longtime community volunteer who chaired the citizens’ panel that drafted the Cecil County Charter approved by voters in 2010, was appointed to the vacant District 2 County Council seat on January 15 by County Executive Tari Moore.

For the next two years, Bowlsbey will be finishing out the original four-year term of the seat won by Moore in 2010.  Moore resigned in December 2012 to be sworn in as Cecil County Executive.
