NACo reports the Obama Administration’s proposed $3.8 Trillion budget includes a three-year freeze on all “domestic discretionary spending.”  This freeze would directly affect the status of the Energy Efficiency and Conservation Block Grant (EECBG), a program through the Department of Energy.  In previous years local governments were able to utilize this grant to finance climate protection programs. NACo writes: 

While several programs of interest to counties would be affected by the freeze, Energy and Interior departments’ programs would bear the greatest burden. The most drastic proposals include the proposed elimination of the Energy Efficiency and Conservation Block Grant and the geothermal revenue sharing program with county governments. The Essential Air Service Program would receive a substantial cut. 

While there are the proposed program cuts, NACo also that states and counties could see a financial benefit  of $25 billion through the extension of the Federal Medical Assistance Percentage (FMAP) for Medicaid and Foster Care IV-payments.
